Chapter 11: Administrative Procedures

Use this guide to prepare for the exam, and refer to the official manual for complete details.

Understanding how to interact with the Massachusetts Registry of Motor Vehicles (RMV) is a practical necessity for every driver. These administrative procedures, from renewing a license to updating personal information, are the legal foundation of your driving privilege. Knowing the correct processes saves time, prevents unnecessary fees or penalties, and ensures your license and vehicle records remain valid and up-to-date.

Interacting with the RMV

The Massachusetts RMV has modernized many of its services, shifting many common transactions online while restructuring in-person visits to be more efficient.

  • Online vs. In-Person Services: The majority of RMV transactions can now be completed online through the Mass.Gov/RMV website. These include renewing a license or registration, changing an address, paying a citation, requesting a driving record, and scheduling a road test. This is the fastest and most convenient method for most needs. In-person services are reserved for transactions that require physical document verification or a new photo. These include applying for a first-time license or permit, transferring an out-of-state license, changing a legal name, and applying for a REAL ID-compliant credential.
  • Appointments: In-person visits to an RMV Service Center are now conducted primarily by appointment. This system was implemented to reduce wait times and improve efficiency. Appointments must be scheduled online in advance. It is critical to arrive on time with all required documentation prepared.
  • Updating Your Address or Name:
    • Address Change: You are legally required to notify the RMV of any change of address within 30 days of moving. This can be done quickly and easily online. Failing to do so can result in missing important official notices regarding your license renewal or vehicle registration.
    • Name Change: A name change due to marriage, divorce, or court order cannot be done online. You must schedule an appointment at an RMV Service Center and bring the original legal document verifying the change (e.g., an original marriage certificate, divorce decree). Your Social Security card must also reflect the new name before you visit the RMV.

Pro-Tip:
Before any RMV transaction, whether online or in-person, use the “myRMV” portal on the Mass.Gov/RMV website. You can pre-fill applications and generate a personalized checklist of the exact documents you need to bring, which helps ensure a successful and quick visit.
