Taking the first step toward getting your Maryland driver’s license is a big milestone. The process is part of the “Rookie Driver” Graduated Licensing System (GLS), which can seem complicated at first. However, by knowing the exact requirements from the Motor Vehicle Administration (MVA), you can approach your test with confidence.
1. The Learner’s Instructional Permit
Your journey begins at age 15 years and 9 months. You must pass a vision screening and a knowledge test to get your permit.
- The Exam: The test consists of 25 questions on Maryland traffic laws, signs, and safe driving practices.
- Passing Score: You must answer at least 21 questions correctly (80%) to pass.
- Time Limit: You have 20 minutes to complete the exam.
- Validity: The permit is valid for 2 years, but you must hold it for a minimum period (see below) before advancing.
2. Required Documents Checklist
You must bring original documents (no photocopies) to your MVA appointment.
- Proof of Age & Identity: (e.g., U.S. Birth Certificate or valid Passport).
- Social Security: (e.g., Social Security Card or W-2 form).
- Residency: Two documents from different sources proving your Maryland address (e.g., bank statement, utility bill).
- School Attendance: If you are under 16, you must present a completed Form DL-300 in a sealed envelope from your school.
3. Rules for Drivers Under 25
Maryland’s GLS program requires new drivers to gain significant experience before driving alone.
- Holding Period: Applicants under 25 must hold their permit for at least 9 months conviction-free.
- Driver Education: You must complete a standardized course consisting of 30 hours of classroom instruction and 6 hours behind-the-wheel.
- Practice Hours: You must log 60 hours of supervised driving, with at least 10 hours completed at night.
- Supervising Driver: Your supervisor must be at least 21 years old and have held a license for at least 3 years.
