First-Time Driver in New Jersey? Your 2026 DMV Checklist
Getting your first driver’s license in New Jersey is an exciting milestone. The process at the Motor Vehicle Commission (MVC) can be complex due to the state’s strict Graduated Driver License (GDL) program. This checklist breaks down the unique “Early Bird” and “Young Adult” roads so you can hit the Garden State Parkway legally and safely.
1. The Permit Phase (Age 16 vs. 17)
The process varies slightly depending on your age when you start.
- Early Bird Road (Age 16): You cannot apply for the permit yourself. You must be enrolled in a 6-hour behind-the-wheel driving course, and your licensed driving instructor must purchase the permit for you.
- Young Adult Road (Age 17+): You may purchase your own Examination Permit at the MVC agency without the 6-hour school requirement.
- The Exam: The knowledge test consists of 50 questions on traffic laws and safety.
- Passing Score: You must answer at least 40 questions correctly (80%) to pass.
2. Required Documents (6-Point ID)
New Jersey uses a strict 6-Point ID Verification system. You must bring original documents totaling at least 6 points.
- Primary Document (4 Points): (e.g., U.S. Birth Certificate or Valid Passport).
- Secondary Document: (e.g., School ID with sealed transcript or Social Security Card).
- Proof of Address: (e.g., Credit card statement or utility bill).
- Social Security Number: You must verify your SSN.
3. GDL Rules & The Red Decals
If you are under 21, you must follow specific “Kyleigh’s Law” restrictions to avoid fines.
- Red Decals: You must display two red reflective decals on your license plates (one front, one back).
- Curfew: You may not drive between 11:01 PM and 5:00 AM.
- Passenger Limit: You are limited to one passenger (plus dependents) unless a parent/guardian is in the vehicle.
- Practice: You must practice supervised driving for at least 6 months (Early Bird/Young Adult) or 3 months (Adults 21+).
