Chapter 2: Speed Limits

Use this guide to prepare for the exam, and refer to the official manual for complete details.

Controlling your vehicle’s speed is one of the most critical aspects of safe driving. Exceeding the speed limit or driving too fast for conditions is a leading cause of traffic crashes, significantly increasing the severity of injuries and the likelihood of fatalities. Understanding and obeying Illinois speed laws is essential not only for passing your driver’s license exam but for protecting your life and the lives of others on the road.

The Basic Speed Law

Illinois law has a foundational principle known as the Basic Speed Law. This law requires that a person must not drive a vehicle at a speed that is greater than is reasonable and proper with regard to traffic conditions and the use of the highway, or that endangers the safety of any person or property. This means the posted speed limit is the absolute maximum speed permitted under ideal conditions.

Drivers are legally required to reduce their speed below the posted limit when specific hazards exist. These situations include:

  • Weather Conditions: Rain, fog, snow, sleet, or ice can dramatically reduce tire traction and visibility, requiring a much slower speed to maintain control and stop safely.
  • Road Conditions: A driver must slow down when approaching and crossing an intersection, going around a curve, approaching the crest of a hill, or traveling on a narrow or winding roadway.
  • Traffic: In heavy traffic, a driver must adjust their speed to match the flow of the vehicles around them, while maintaining a safe following distance.
  • Pedestrians and Hazards: When pedestrians, bicyclists, or potential hazards are present near the roadway, a driver must slow down to ensure they have enough time to react.

It is important to understand that a police officer can issue a citation for driving too fast for conditions, even if the driver is not exceeding the posted speed limit.
