The posted speed limit is the absolute maximum speed permitted under ideal conditions—a clear, dry day with light traffic.

Drivers must reduce their speed to account for various factors, including:

• Traffic: When traffic is heavy, congested, or moving slowly, a driver must reduce speed to match the flow.
• Road Surface: A driver must slow down when the road is rough, icy, wet, or covered in snow, as these conditions reduce traction and increase stopping distance.
• Road Width: Narrow roads reduce the margin for error, requiring slower speeds.
• Weather: Conditions like rain, snow, fog, dust, or smoke reduce visibility and require a driver to slow down to ensure they can stop within the distance they can see ahead.

Ultimately, a driver may not operate a vehicle at a speed greater than what allows them to stop within the “assured clear distance ahead.” Driving faster than conditions allow is a violation, even if it is below the posted limit.
