Chapter 9: Emergencies & Legal Responsibilities

Use this guide to prepare for the exam, and refer to the official manual for complete details.

No driver expects a vehicle malfunction, a collision, or a traffic stop, but these events can happen to anyone. Being prepared with the correct knowledge is the key to navigating these stressful situations safely and in compliance with the law. Understanding how to react to a tire blowout or what your legal duties are after a crash can prevent a bad situation from becoming a tragic one, and this knowledge is a critical part of being a responsible driver.

Handling on-road emergencies involves two distinct skill sets: the physical ability to control a malfunctioning vehicle and the legal knowledge to properly manage the aftermath of a collision or a traffic stop. Iowa law is very specific about a driver’s responsibilities in these situations to ensure safety and accountability.

Vehicle Malfunctions

A sudden vehicle failure can be frightening, but staying calm and knowing the correct procedure can help you maintain control and guide your vehicle to safety.

A diagram shows the rear view of a vehicle with a driver using hand signals to indicate a left turn, a right turn, and a stop or slow down.

Tire Blowout

A sudden loss of air pressure in a tire will cause the vehicle to pull sharply in the direction of the flat.

  1. Grip the Steering Wheel Firmly: Use both hands to hold the wheel straight. Do not let it jerk out of your hands.
  2. Do Not Slam the Brakes: Sudden braking can cause you to lose control and spin.
  3. Ease Off the Accelerator: Let the vehicle slow down gradually on its own.
  4. Pull Off the Road: Once you have slowed to a safe speed, gently brake and pull completely off the roadway. Turn on your hazard lights.

A front-tire blowout is generally more dangerous as it has a stronger effect on steering.
