New drivers under 18 must progress through a multi-stage licensing program. It begins with a Learner’s Permit at age 15, which requires a supervising licensed driver in the passenger seat. After holding the permit for at least one year and completing 40 hours of supervised driving, a driver can test for a Junior Operator’s License.
