Delaware Graduated Driver Licensing Program

Delaware’s GDL program is a three-stage system for drivers aged 16 to 18, designed to build experience safely. It begins with a Learner’s Permit that requires a licensed adult in the front seat and has restrictions on night driving and passenger numbers.
 
To progress, a teen must hold the permit for 12 months, log 50 hours of supervised driving (including 10 at night), and avoid traffic violations. Upon turning 18 and meeting all requirements, the driver graduates to a full, unrestricted license.
