Chapter 9: Emergencies & Legal Responsibilities

Use this guide to prepare for the exam, and refer to the official manual for complete details.

Even the most careful driver can face an unexpected vehicle malfunction, a traffic collision, or a police stop. Knowing how to react calmly and correctly in these high-stress situations is a critical component of safe driving that is evaluated on the driver’s test and essential in the real world. Understanding your legal duties after a collision and the proper procedure during a traffic stop can prevent a difficult situation from becoming much worse.

This chapter covers the essential procedures for handling on-road emergencies and fulfilling your legal obligations as a driver in Oregon. It details the correct responses to common vehicle failures like blowouts and skids, as well as the mandatory steps to take following a traffic collision or during a police stop. Adhering to these procedures ensures safety and compliance with state law.

Vehicle Malfunctions

Mechanical failures can happen suddenly. Knowing the correct response can prevent a loss of control and a serious collision.

A diagram shows the rear view of a vehicle with a driver using hand signals to indicate a left turn, a right turn, and a stop or slow down.

Tire Blowout

A sudden loss of air pressure in a tire will cause the vehicle to pull sharply to one side.

  1. Grip the Steering Wheel Firmly: Your immediate priority is to maintain control of the vehicle. Do not make any sudden steering movements.
  2. Do Not Slam the Brakes: Braking hard can cause the vehicle to swerve or spin out of control.
  3. Ease Off the Accelerator: Allow the vehicle to slow down gradually on its own.
  4. Pull Off the Road: Once the vehicle has slowed to a safe, manageable speed, signal and steer carefully to the shoulder of the road.
