A safe driver must operate a safe and legally compliant vehicle. The rules governing titling, registration, insurance, and equipment are not just administrative hurdles; they are foundational elements of public safety. Understanding your responsibilities as a vehicle owner is essential for avoiding fines, license suspension, and ensuring your car is roadworthy and does not pose a danger to yourself or others.
Title, Registration, and Insurance
Owning and operating a vehicle involves three key legal components: a title, a registration, and an insurance policy.
- Vehicle Title: The certificate of title is a legal document that proves ownership of a vehicle. It contains important information such as the vehicle identification number (VIN), the owner’s name and address, and any liens from lenders. You must apply for a DC title when you purchase a vehicle or move to the District with a vehicle titled in another state. The title is not kept in the vehicle; it should be stored in a safe place.
- Vehicle Registration: Registration is the process of officially linking a vehicle to its owner with the DC DMV. A valid registration, along with the corresponding license plates and stickers, authorizes a vehicle to be operated on public roads. Registration must be renewed periodically, typically every one or two years. Driving with an expired registration is illegal.
- License Plates: Washington DC requires vehicles to display two license plates: one on the front and one on the rear. Plates must be securely fastened, clean, and clearly visible at all times. The registration sticker must be affixed to the correct location on the rear plate.
Pro-Tip:
Keep your vehicle registration card and proof of insurance in your vehicle at all times, typically in the glove compartment. However, never store the original Certificate of Title in your car, as this could make it easy for a thief to fraudulently sell your vehicle.
