Properly titling, registering, and maintaining your vehicle is a fundamental legal responsibility for every driver in Maryland. These administrative and equipment rules are not just bureaucratic hurdles; they are designed to ensure every vehicle on the road is safe to operate and that its owner is financially responsible for any potential damages. Understanding these requirements is essential for passing the knowledge test and avoiding significant fines, registration suspension, and other legal trouble.

Title, Registration, and Insurance

Before a vehicle can be legally driven on Maryland roads, the owner must complete three critical steps: titling, registration, and insuring the vehicle. Each step serves a distinct legal purpose.

Vehicle Title vs. Registration

  • Title: A Certificate of Title is a legal document that proves ownership of a vehicle. You must apply for a Maryland title within 30 days of purchasing a vehicle or moving to the state. The title lists the owner’s name, address, and information about the vehicle, including any liens from lenders. It is the official proof that you own the car.
  • Registration: Registration is the process of officially authorizing a vehicle for use on public roads. Upon registering, you receive a registration card, license plates, and expiration stickers. The registration card must be kept in the vehicle at all times. Driving an unregistered vehicle is illegal.

License Plates

Maryland requires most passenger vehicles to display two license plates: one on the front and one on the rear. The rear plate must be illuminated by a white light so it is visible at night. Plates must be kept clean, legible, and securely fastened. It is illegal to obscure any part of the license plate with frames, covers, or other objects.

Insurance Requirements

All motor vehicles registered in Maryland must be continuously insured by a company licensed in the state. The state sets minimum liability coverage amounts that every policy must meet. Driving without insurance is a serious offense with severe penalties.
