Virginia GDL Program for Teen Drivers
Virginia’s GDL program has three stages to help young drivers gain experience safely. Teens can get a learner’s permit at age 15 and 6 months, which requires a licensed driver who is at least 21 to be seated beside them. They must hold the permit for at least nine months and complete 45 hours of driving practice, 15 of which must be after sunset.
At age 16 and 3 months, they can get a provisional license, which has restrictions like a curfew and passenger limits. To obtain a full, unrestricted license before age 18, a driver must hold the provisional license violation-free for nine months. All GDL restrictions lift when the driver turns 18.
