South Carolina GDL Program

The GDL program is a three-stage process for new drivers under 17. It begins with a Beginner’s Permit at age 15, which requires a licensed driver (21+) in the front seat and has time restrictions. You must hold the permit for at least 180 days before progressing.

The next stage is the Conditional License, available at age 15.5 after passing a road test. This allows unsupervised driving from 6 a.m. to midnight, with passenger restrictions.
