Rhode Island GDL Program
Rhode Island’s GDL program is a three-stage process for new drivers under 18, designed to build experience safely. It begins with a Learner’s Permit at age 16, requiring a driver’s education course and supervised driving, followed by a Provisional License with passenger and nighttime restrictions, and culminates in a full, unrestricted license at 18 or after holding the provisional license for 12 months.
Key permit restrictions include always being supervised by a licensed driver over 21, holding the permit for at least six months, and completing 50 hours of practice driving. Provisional license holders cannot drive between 1:00 a.m. and 5:00 a.m. and are limited to one passenger under 21 who is not a family member for the first 12 months.
