North Dakota Graduated Driver Licensing Program for Minors

The GDL program is a three-stage process designed to provide young drivers with supervised experience. It starts with an instruction permit at age 14, which requires driving with a licensed adult supervisor. At 15, drivers can get a restricted license after holding the permit for 12 months, completing driver’s education, logging 50 hours of supervised driving, and passing a road test.

The restricted license limits unsupervised driving to between 5 a.m. and 9 p.m., or for school and work purposes. All restrictions are automatically lifted at age 16 if the driver has held the restricted license for at least six months and has no traffic convictions in the six months prior to their birthday.
