The Basic Speed Law in California

The Basic Speed Law requires you to never drive faster than is safe for current conditions, regardless of the posted speed limit. Your speed must be reasonable and prudent based on factors like weather, traffic, road surface, and visibility.
 
You can be cited for violating this law even if you are driving at or below the posted speed limit if an officer determines your speed was unsafe for the existing conditions.
 
Statutory speed limits are the default speeds for certain areas when no other limit is posted. These include 15 mph in alleys, 25 mph in business/residential districts and school zones, and 55 mph on two-lane undivided highways or for vehicles towing trailers.
 
On most freeways, the maximum speed limit is 65 mph, though it can be posted at 70 mph on some roads. The speed limit for any vehicle towing a trailer on a freeway is 55 mph.
