Michigan GDL Program

Michigan’s Graduated Driver Licensing (GDL) program is a three-stage system for drivers under 18, designed to provide supervised driving experience and gradually expand driving privileges. The process begins with a Level 1 Learner’s Permit, which requires a licensed adult aged 21 or older to be seated in the front passenger seat at all times.

The second stage is the Level 2 Intermediate License, which includes restrictions on nighttime driving and limits on the number of young passengers. Drivers may advance to the full, unrestricted Level 3 License at age 17, provided they have held the Level 2 license for at least six months and maintained a clean driving record for 12 consecutive months.
